Andhra High Court - PG medical courses admission set aside
14/04/2005: HYDERABAD: The arguments in a batch of writ petitions pertaining to admissions to post-graduate medical courses began on Wednesday.
The full Bench, comprising Justice J. Chalameshwar, Justice Ghulam Mohammed and G. Raghuram, heard Noothi Ramamohana Rao, advocate, appearing for the petitioners throughout the day.
The petitioners are challenging the admission process adopted by the State Government this year. Gudipati Anantaram who secured top rank in the entrance examination had filed a separate petition bringing to the notice of the court that he was not given the seat of his choice in spite of his rank.
The arguments will continue on Friday.

PG medical courses admission set aside
HYDERABAD: A full Bench of the Andhra Pradesh High Court, comprising three judges, on Thursday set aside the admissions made to the Post-Graduate Medical Courses in the State for the academic year 2005-2006.
The Bench, comprising Justice J. Chalameswar, Justice Ghulam Mohammad and Justice G. Raghu Ram, was allowing a batch of writ petitions filed by various students complaining that the new method adopted by NTR University of Health Sciences as per the directions of the State Government was unconstitutional.
The case of Gudipati Anantha Ram, who got the first rank in the entrance examination but was not given the seat of his choice, was placed before the Bench.
The seats in various specialisations in all the colleges are to be filled as per ranks obtained in the entrance examination. Reservations are provided for locals and non- locals of each university area, SC, ST, BC classes, women, physically challenged and in-service doctors. This year 100-point roaster was prepared as done in employment sector and seat matrix was finalised.
The Bench, speaking through Justice Raghu Ram, declared that the seat matrix evolved by the authorities as per GO 44 was unconstitutional. The judge said that the Presidential order (which declares the local and non- local candidates and reservation to these categories) was violated. The methodology suffered from excessive reservation for locals beyond the presidential order.
In a 98-page judgment, the bench found fault with the authorities for clubbing various disciplines to calculate reservation.

In pursuance to Hon’ble Supreme Court’s order dated 15th April 2005 in the Writ Petition No. 157/2005 filed by Dr. Amit Gupta & Ors. Vs. Union of India & Ors. in Supreme Court of India, the additional list of 405 candidates as conveyed by Directorate General of Health Services vide its letter no. 18018/8/2005 –MEC dated 15th April 2005 who have qualified the All India PG Medical Entrance Examination – 2005 for filling up 239 PG seats which remained vacant on conclusion of the counselling on 2.4.2005 is displayed.
The following is the list of candidates who have qualified for MD/MS/PG Diploma courses at various Medical Colleges/Institutions in India against 50% open merit seats on the basis of All India Entrance Examination held on Sunday, the
9th January, 2005. The list is roll number-wise and the position in order of merit is given in parenthesis against each roll number. The list is subject to verification of eligibility criteria & original documents as given in the Prospectus. The Institute is not responsible for any printing error. The allocation of subject and Medical College will be done by the Directorate General of
Health Services as per counselling schedule given at the bottom. Individual intimation in this respect is being sent separately.
Result is also displayed on the notice board of Examination Section, AIIMS, New Delhi and will be available on web sites

Court orders quota seats in medical exam filled
New Delhi, April 15 (IANS) The Supreme Court Friday directed the Directorate General of Health Services (DGHS) to conduct a second round of counselling to fill the 239 vacant seats in post-graduate medical and dental courses under the 50 percent all India quota.
A bench of Justice Y.K. Sabharwal and Justice P.P. Naolekar passed the order on a petition by candidate Amit Gupta, who had alleged that some all India quota seats that could not be filled in the first counselling were being reverted to the states.
Accepting the suggestion given by Additional Solicitor General Mohan Parasaran and counsel Maninder Singh on behalf of the Medical Council of India, the bench asked the All India Institute of Medical Sciences (AIIMS) to come out with the admission list in three days.
AIIMS had conducted the all India medical entrance test.
The bench said that another 405 candidates would be called for the second round of counselling to fill the 239 vacant seats (of the total 2,700 seats in the all India quota) within 15 days.
If some seats remained vacant after the second counselling, these could be filled under the state quota, the bench said.
The court directed the states to make available to DGHS by June 15 the list of admissions made under the 50 per cent all India quota and the state quota.
The DGHS was directed to file a comprehensive affidavit giving details of the admission by July 15.

New Delhi, April 11 : Seats reserved in post-graduate medical colleges for students who clear an all-India entrance examination will have to remain vacant if there aren't enough candidates, the Supreme Court ruled Monday.
Judges Y.K. Sabharwal and D.M. Dharmadhikari passed the interim order to ensure that the seats under the 50 percent all India quota did not revert to the states under any circumstances.
The bench made it clear that the states could not fill the 279 seats left vacant of the 2,700 under the all-India quota.
The order came on a petition by a candidate alleging that some all-India quota seats that could not be filled at the end of the counselling conducted by the Directorate General of Health Services (DGHS) were being reverted to the states.
The bench noted that of the 100,000 candidates who took the entrance test for 2,700 seats under the all-India quota, 3,376 were called for counselling.
In spite of this, 279 seats remained vacant since there were no takers for certain disciplines like anatomy and physiology.
The DGHS informed the court that following these vacancies, a communication was sent to the states permitting them to fill the vacancies themselves.
The bench also asked the centre and the Medical Council of India to suggest ways to ensure that all vacancies under the all-India quota were filled.

Asking authorities to evolve a strategy to maximise utilisation of the 50 per cent all India quota seats in post-graduate medical courses, the Supreme
Court Monday warned the states to strictly restrict admission of students to their quota seats only.
A bench comprising Justice YK Sabharwal and Justice DM Dharmadhikari asked the Director General of Health Services and Medical Council of India to evolve a strategy to maximise the utilisation of the all India quota seats.
It was alleged by a petition filed by a student Amit Gupta that the states were taking advantage of the reversion of All India Quota seats and admitting students in excess of the 50 per cent State quota in Government medical colleges.
The bench, which asking the DGHS and MCI to give its suggestions on Friday, said the interim order of the Court restraining the States from using the left over seats from the All India Quota would continue till further orders.
The Court was informed by DGHS that approximately one lakh students appeared for the test conducted by All India Institute of Medical Sciences (AIIMS) for the 2700 seats under the all India quota.
When it was said that only 3376 candidates were called for counselling and that 239 seats remained vacant, the Bench asked the authorities to consider whether they could broad-base their consideration by calling more students for the counselling instead of only 3376.
The court felt that it was in the interest of everybody to see that the all India quota seats do not revert to the States and also that no seat went waste.

The location of other points in the range can be measured by Percentiles of centiles, which are values in a series of observations, arranged in ascending order of magnitudes which divides the distribution into 100 equal parts. Median is 50th percentile. i.e. it will have 50% observations on either side, 10th percentile should have 10% observations to the left and 90% of the right. Percentiles are used to divide a distribution into convenient groups. Those in common use are:
· Quartile denotes division of the entire range of distribution into four equal parts, of equal probability by three equidistant points
o First Quartile - will have distribution in the ratio = 1:3 (as 25% observations are to the left and 75% to the right)
o Second Quartile - will have distribution in ratio = 2:2 (or 1:1 , as 50% observations are to the left and 50% to the right)
o Third Quartile - will have distribution in the ratio= 3:1 (as 75% of observations are to left and 25% to the right)
· Quintiles: Four in number, divide the distribution into five equal parts.
o So 20th percentile or first quintile will have 20% observations falling on its left and 80% to its right.
· Deciles: Nine in number, divide the distribution into 10 equal parts.
o First decile or 10th percentile will have 10% observations on its left and 90% to its right 5th decile will be same as median.
Explanation
1. Median is the middle value, when all the values are arranged either in ascending or descending order.
2. First quartile will have distribution in the ratio = 1:3 (as 25% observations are to the left and 75% to the right).
3. Third quartile will have distribution in the ratio= 3:1 (as 75% of observations are to left and 25% to the right).
4. Mode is the most commonly occuring value.

Centiles are commonly used in Growth Charts (see the chapter Preventive Medicine is OG and Paediatrics)
Tips
Quartile has 4 parts and 3 points. Quintiles will have 5 parts and 4 points and so on. The number of points will be one less than the number of parts. The “root” in the terminology refers to the “paRts” and not the points. That means if some one asks you about how many points will be there in an Octile, don’t jump to say 8. Octiles have 8 parts and 7 points
Percentile is very simple to understand..............
A rank list is prepared.......... and then Your percentile can be calculated by
Percentile=(Total candidates - Your Rank)/Total Candidates x 100
There are other similar but slightly different methods
For example there are 1000 candidates
You got a rank of 1. Your percentile is 99.9
You got a rank of 500. Your percentile is 50

For example when there are 3567 candidates

Second Opinions Are given to MD Radio and Not DMRD
2. You work in a Corporate Hospital
YOu will hardly become the head of the dept. They will always like to publish a MD Radio as their Consultant Radiologist and DMRD will be the Jr.Resident or Duty Radiologist. Don't worry You will be called at nights for emergencies and paid Rs 250, (for driving up 3 AM in the night) but the next day, the MD Radio will come in the morning (for his usual rounds) and repeat the scan and get Rs 500

2. You get promoted as Assisant Professors, Reader, Professor in a shot time
3. You then are posted as Deputy Director, Joint Director or Addl. Directors
4. You will end up as Vice Principal / Dean / Director of Medical Education or Director of Public Health
In Private Setup
Initial Pay in Private Medical Colleges is MORE THAN Rs 25,000

"Blocks" and PG Seats
Example
Dr.A gets Rank 10 in AIPG, and Rank 3 in State PG and Dr.B Gets Rank 100 in AIPG and Rank 150 in State PG.
What Dr.A Does is that He takes MD Paeds in AIPG and MD Paed in State PG
Dr.B Takes MD Gen Med in AIPG and opts for MD Paed Waitlist No 1 in State PG
Before Second Counselling
Now Dr. A does not join under State Quota, so that the seat lapses to Dr.B
After Second Counselling
Now Dr. A does not join under AIPG Quota, and that seat is available in Second Counselling . Dr.B takes that seat
SO
Second Counselling WILL NOT and CANNOT PREVENT "BLOCKS".....,
It shifts the Block from State Level to Central Level.
ONLY A SIMULTANEOUS COUNSELLING can PREVENT "BLOCKS"....
Ideal PG Medical Counselling
1. One common exam is conducted and Rank released for ALL Candidates
Update : We shall have 2 exams. One AIPG conducted and another State PG... All State PG Exams should be conducted on THE SAME Day
2. 25 % seats for All India Quota and 75 % seats for State Quota or Institute Quota
3. The 25 % shall be for open exclusively and the states (or Insitutes) can have their regulations for seat distribution within their alloted 75 %
4. A Merit List is Made with the following details
a. General Rank from AIPG
b. State General Rank or Institute General Rank from State PG
c. Rank in Reserved Category for State (Community, In Service, Domicillary, Institute or whatever) from State PG
5. Seats are earmarked for Each Category
6. ONE And ONLY one counselling conducted (may be simultaneously in various centres by Video Conferencing)
7. When a candidate walks in for counselling, You show him the seats available at the moment for his rank in
a. All India Quota
b. State (or Institute ) Open Quota
c. State or Insitute Reservation Quota
8. He is free to choose from any of the above, but Can Choose Only One
9. The candidate takes a seat, PAYS THE FULL TUITION FEES and walks out with the allotment letter. Seats are NOT alloted if the candidate does not pay the fees. Or the candidate who takes a seat should submit a declaration that he will not write PG Entrance exam for 2 more years

This may sound UTOPIAN to you, but do remember that 2 decades ago there were interviews IN EACH Medical College for PG seats............ Any one telling you that there will be COMMON entrance exam for the WHOLE STATE will be laughed off then....... Similarly, to imagine a SINGLE entrance exam for the whole country is little difficult, but the need of the hour.
