GENERAL INSTRUCTIONS:
1. (a) Completed Application Form should reach:

on or before 6-02-2006 by 5.00 p.m.
(b) The candidates shall ensure that the completed application form with all particulars and
enclosures reach the Selection Committee within the date and time specified.
(c) The Selection Committee shall not be responsible for any delay in the receipt or for the
loss in transit of application form etc.,
(d) Non-Service Candidates should send their applications directly to the Secretary, Selection
Committee at the above address.
(e) Service Candidates should forward their application only through the proper channel
with the remarks of the forwarding authorities in the format prescribed in the application
form.
(f) Advance copies from the service candidates will not be accepted.
2. The candidates shall fill the Application form carefully and legibly.
3. Cutting, overwriting and erasing in the Application form and in the OMR Sheet or Scrutiny Form
should be avoided.
4. Request for change of speciality shall not be entertained after allotment.
5. Candidates selected for admission should give a declaration in the form given at the time of Counselling
that he / she is liable to forfeit selection / admission if suppression of facts are found at any time during or
after the admission to the course. The selection / admission shall be liable for cancellation based on the
declaration at any time during or after the admission to the course.
6. Application with incomplete or insufficient particulars or without enclosures or those received after the
last date mentioned will be summarily rejected.
7. Candidates are instructed to read carefully the Annexures to the Prospectus regarding the Courses and
Colleges available.
8. Rule of reservation is applicable when there are eight seats and more in each discipline.
9. Unauthorised absence of candidates for one month and more after joining the course will be treated as
‘discontinued’ and the vacancy will be filled up by the Selection Committee depending on the availability
of time before the cut off date.
10. The candidates who are selected at the time of counselling shall pay a sum of Rs.5,000/- (Rupees
Five Thousand Only) by way of Demand Draft drawn in favour of the Secretary, Selection
Committee, Kilpauk, Chennai – 10 payable at Chennai at the time of receipt of the allotment
orders towards tuition fee. After the receipt of the joining report from the Deans of the
respective colleges, this amount will be transferred to the Colleges concerned to be adjusted
against the Tuition Fees to be paid by the candidate. If the candidate fails to join the course
within the stipulated time after receiving the allotment order he / she will forfeit this amount.
11 a. The candidates (including the candidates selected under the All India Quota) who discontinue the
course on or before 25-5-2006 shall pay the sum as specified below by way of Demand Draft taken in
favour of the Secretary, Selection Committee, Kilpauk, Chennai –10 payable at Chennai to the Deans of
the respective Colleges.

b. The Candidates (including the candidates selected under All India Quota) who discontinue the course
on or after 25-5-2006 shall pay to the Deans of the respective Colleges the sum as specified below by
way of Demand Draft taken in favour of the Secretary, Selection Committee, Kilpauk, Chennai- 10
payable at Chennai.
For P.G. Diploma Courses Rs.30,000/-
For P.G. Degree / Five Year M.Ch. (Neuro- Surgery) Courses Rs.60,000/-
For MDS Course Rs.60,000/-
12. The admissions to Post Graduate Degree / Diploma Course for 2006-2007 will close on the cut off date
of admission (i.e. on 31-05-2006) as prescribed by the Tamil Nadu Dr. MGR Medical University for the
academic year 2006-2007.
Eligibility Criteria for P.G. Degree / Diploma / Five Year M.Ch., (Neuro Surgery) / MDS Courses.
13. (a) The candidate should be a citizen of India and should have undergone MBBS / BDS courses in
the State of Tamil Nadu.
(b) Candidates who have completed MBBS/BDS in other States shall furnish a certificate of nativity
in Tamil Nadu issued by a competent authority in the format annexed to the application form.
14. Candidates who have passed their MBBS / BDS Examinations and completed / completing the
CRRI period on or before 31-03-2006 are eligible to write the Entrance Examination. However
the candidates should possess the permanent Medical / Dental Council Registration Certificates
of the States or of India at the time of counselling for allotment of seats. Those candidates
who are undergoing CRRI should enclose a certificate from Head of the Institutions in which
they are undergoing the CRRI, that they will be completing the CRRI on or before 31-03-
2006, failing which their applications will be rejected.
15. The candidates should possess M.B.B.S. / B.D.S. Degree of Tamil Nadu Dr. MGR Medical University
or of any other University recognised as equivalent to Tamil Nadu Dr. M.G.R. Medical University and
recognised by the Medical / Dental Council of India. Candidates who have qualified from other Universities
should produce ELIGIBILITY CERTIFICATE from Tamil Nadu Dr. M.G.R. Medical University at the
time of counselling failing which they will not be considered for selection.
16. (a) Diploma qualification is not necessary to apply for Post Graduate Degree courses.
(b) The duration of Post Graduate Degree Courses for the Diploma Candidates who have undergone
two year courses shall be Two Years in the same speciality except for DCP Course and Three
years in other specialities.
(c) For MBBS candidates and Diploma Candidates who have undergone one year course, the duration
of Post Graduate Degree Course is three years.
(d) The duration of all Diploma Courses is Two Years.
(e) For MBBS Candidates who opt for M.Ch (Neuro-Surgery), the duration of the course is Five
Years.
(f) For BDS candidates the duration of MDS Course is three years.

17. The Medical Officers/Health Officers employed in the Public Health Department/Corporation Service
are eligible to apply for Diploma course in Public Health wherein acquiring the Diploma is a pre-requisite
for their promotion in Government service.
18. a. The candidates who have joined Post Graduate Degree / Diploma / 5 years M.Ch Neuro-Surgery
/ MDS courses in any discipline and discontinued the courses on any grounds and if the
discontinuance has resulted in a seat being wasted, they are eligible to apply only after a period of
2 years from the date of discontinuance of the course.
b. If the candidate’s discontinuance does not result in a seat being wasted, he can apply for the next
selection for which he/she is eligible.
19. Candidates who are undergoing a Postgraduate Degree in any discipline are not eligible to apply for any
Postgraduate Diploma / Degree course / Five Year M.Ch. (Neuro-Surgery) Courses.
20. (a) The candidates who possess a Post Graduate Degree or Diploma are eligible to apply for admission
to Post Graduate Degree or Diploma Course.
(b) A private candidate who is a PG Degree holder, if allotted a PG Degree or Diploma seat he / she
will not be eligible for stipend and will have to pay the tuition fees.
(c) A private candidate who is a Diploma holder if allotted a Diploma seat in another discipline he /
she will not be eligible for stipend and will have to pay the tuition fees.
(d) If a private/service candidate who is a Diploma holder is allotted a PG Degree Seat, he / she will
be eligible for stipend/Salary and will have to pay the tuition fees.
(e) A service candidate who is a PG Degree holder if allotted a PG Degree or Diploma seat
will not be eligible for stipend / salary and will have to pay the tuition fees. They will not
be considered as service candidates but as OPEN category candidates. However they
will be granted leave for which they are eligible.
21. The Medical Officers / Health Officers employed in the Public Health Department or Corporation Service
are eligible to apply for Diploma in Public Health irrespective of any Post Graduate Diploma or Degree
already acquired. These candidates are eligible to draw pay and allowances and will have to pay the
tuition fees. Out of the 4 seats in the DPH Course in Madras Medical College, 3 seats are reserved for
Health Officers in Tamil Nadu Public Health Services and one seat is reserved for Medical Officer of
Corporation Services. They are exempted from writing the Entrance Examination.
22. Those Service candidates who have put in LESS THAN Three Years of satisfactory continuous service
as on 31.03.2006 either in Tamil Nadu Medical Service or in Local Bodies and Organisations mentioned
in the Para 55 are not eligible to apply for P G Degree / Diploma / Five Year M.Ch. (Neuro-Surgery)
Courses. This is subject to the final verdict of the Supreme Court of India in the Special Leave Petition
No.2229/2005 filed by this Government against the orders passed by the Bench of the High Court of
Madras dated 23.12.2004 in W.A. Nos.2091/2004 etc.
Counselling for PG Degree / Diploma / Five Year MCh. (Neuro-Surgery) / MDS Courses.
23. (a) Admission to PG Degree / Diploma / Five Year M.Ch., (Neuro-Surgery) / MDS courses shall be
made by counselling on the basis of merit applying the rule of reservation wherever applicable. In
case of an odd number of seats remaining vacant, those seats will be filled up based on merit only
from among Service and Non-Service candidates put together.
(b) Candidates will be called for counselling according to their rank in batches.

(c) Candidates can choose any one of the disciplines or colleges available at the time of counselling.
(d) If a candidate wants to be waitlisted, he/she can opt to remain in the waiting list for any one
particular discipline only.
(e) Candidates can remain on the “Wait List” only for courses and not for colleges.
(f) If a candidate chooses to be in the waiting list for a particular Degree Course in a Speciality he /
she will not be given a firm seat in any other degree course.
(g) If a candidate gets an allotment in a Diploma of a particular speciality at the time of counselling, he
will be wait listed for Degree Course in the same Speciality for filling up of any consequential
vacancy that may arise later and will be allotted based on merit / community.
i.e. If a candidate is allotted D.G.O., his / her option for M.D. (OG) will be maintained in
Degree (OG) wait list.
(h) A candidate who is allotted a Course cannot remain in the”Wait List” for any other discipline.
(i) Option once given during the counselling cannot be changed later.
24. (a) Candidates who are absent at the time of counselling without a valid reason for absence will not be
considered for admission. However the Selection Committee reserves the right to permit the
candidate to attend the counselling later, if a valid reason for absence is communicated to the
Selection Committee before the commencement of the counselling. The candidate so permitted
can only claim the course and college available at the time of counselling when he / she actually
attends.
(b) Candidates securing less than 50% of total marks in Other Communities and 40% of total
marks in the reserved Communities will not be considered for Counselling. Government has
the right to reduce the minimum eligibility marks for service candidates to fill up unfilled
service vacancies in the general interest of the public.
ENTRANCE EXAMINATION:
GENERAL CONSIDERATIONS:
25. a. Candidates seeking admission should write the Tamil Nadu P.G. Entrance Examination conducted
by the Selection Committee.
b. The allotment to Non-Clinical courses for service candidates (who have not written the Entrance
Examination) will be done after allotment to candidates who have written the Entrance Examination.
26. The Entrance Examination will be of the undergraduate level covering all subjects taught and will contain
250 objective type questions with four responses (A B C D) (English medium). Number of questions in
each subject is as shown in the Annexure III.
27. Each question will carry 1 (one) Mark. Incorrect response will have a negative marking. For every
incorrect response 0.25 Marks will be deducted. Zero marks will be given for questions not answered.
When more than one answer is indicated or when it is illegible, it will be marked. negatively. The
Maximum marks will be computed to 90.
28. There will be No Rechecking / Revaluation / Retotalling of answer sheet.
29. No candidate will be allowed to take back the Question Booklets and a request for provision of Xerox
copies of the question booklet and answer sheet will not be entertained.
CONDUCT OF EXAMINATIONS :
30. The Entrance Examination will be conducted only at Chennai as scheduled below between 10.00
A.M and 1.00. P.M.

b) PG Degree/ Diploma and Five Year
M.Ch.(Neuro-Surgery)(Sunday) : 26-02-2006.
31. Admission to the Entrance Examination does not confer on the candidate the right of admission to any
course if found, to be ineligible later.
32. Candidates who do not receive the Hall Ticket in time may contact the Secretary, Selection Committee,
two days prior to the commencement of the Entrance Examination and have the clarification by producing
the Acknowledgement card.
33. Candidates admitted for the Entrance Examination will have to come to the Examination Centre at their
own expense and make their own arrangements for stay.
34. Only candidates with valid Hall Tickets will be allowed to enter the Examination Hall
35. (a) Candidates are advised to be present at 9.30 a.m. in the Examination Hall. The duration
of 30 minutes will be given to the candidate till 10.00 a.m. to enable him/her to read the
instructions and to fill up the 1st page of Question Paper Booklet code. Question paper
Booklets should not be opened by the candidates before 10.00 A.M.
(b) Candidates coming thirty minutes after the commencement of the Examination will not
be permitted to appear for the Examination.
36. No candidate will be allowed to carry any text material printed or written, bits of paper, electronic and
telecommunication devices like pagers, cellular phones or electronic diary etc., inside the Hall.
37. No candidates shall be allowed to leave the hall before the end of half an hour. Once a candidate leaves
the hall he/she will not be permitted to enter the hall again.
38. Candidate shall maintain strict silence. Any misconduct will entail forfeiture of the right to
continue the Examination. His / Her Answer Sheet will not be considered for valuation. Further
he / she will not be allowed to apply for the P.G. Courses for Two Years.
39. Answers should be shaded with a Ball Point Pen in the OMR answer sheet as per the instructions given
and if it is shaded with any other item the answer sheets will not be considered for valuation without any
intimation to the candidate.
DECLARATION OF RESULTS:
40. The individual Total Marks will be displayed at the office of the Selection Committee and in the website:
(http://www.tnhealth.org).
41. The Secretary, Selection Committee will draw a merit list, computing the marks obtained in the Entrance
Examination and Service Marks and publish the same at the Office of the Selection Committee and on
the website http://www.tnhealth.org.
42. The candidates will be called for counselling as per their merit and they may exercise their option as per
their eligibility norms mentioned in the Prospectus.
MERIT LIST:
43. The Merit List will be drawn by computing the Entrance Examination Marks and the service
mark which will be the Total [Maximum 100 (90+10)]

44. One mark for each completed year after the completion of CRRI shall be awarded as service mark
for both service / non service candidates to maximum of Ten as on 31-03-2006. (Eg. if a candidate
scores 50 Marks in Entrance Examination and has completed two years after CRRI, his total
aggregate marks will be 50+2=52).
45. Determination of Inter-se Merit ( Rank ) of candidates where more than one candidate has
secured the same marks. The rank of the candidates will be based on the criteria offered in the
order given below:-
(a) Marks obtained in the Entrance Examination.
(b) Total marks obtained in Final MBBS Part II / Final BDS.
(c) Least Number of appearances in the qualifying Final MBBS Part-II / Final BDS.
(d) Seniority in age will be given preference.
PROCEDURE FOR FILLING THE APPLICATION:
46. Candidates should send the applications in the prescribed form only.
47. Service candidates should send their applications through the proper channel with the forwarding authority’s
remarks with the service particulars carefully filled up by the forwarding authority as prescribed in the
application form. Applications of the Service candidates who have completed three years of satisfactory
services alone will be forwarded. The Heads of Departments will issue a Certificate of satisfactory
completion of the required service. This is subject to the final verdict of the Supreme Court of India in the
Special Leave Petition No.2229/2005 filed by this Government against the orders passed by the Bench
of the High Court of Madras dated 23.12.2004 in W.A. Nos.2091/2004 etc.
48. Candidates must enclose only Xerox copies of documents duly attested by a gazetted officer in the order
as indicated below:
(a) MBBS / Diploma / BDS course completion certificate from the college where the candidate has
undergone the course.
(b) MBBS / Diploma / BDS Degree certificate or provisional pass certificate from the University
concerned.
(c) CRRI Training certificate from the Dean / Head of the Institution (New Regulation for BDS).
(d) Final BDS / Diploma / Final MBBS Part II Mark sheets.
(e) Permanent Medical / Dental Registration certificate issued by the Medical / Dental Council of
India / State.
(f) Community certificate from the competent authority indicating the social status of Candidates
belonging to BC / MBC / Denotified / SC. The ST candidates should produce community certificate
issued by Revenue Divisional Officer.
(g) Attempt certificates in Final MBBS-Part II / Final BDS.
(h) Eligibility certificate from Tamil Nadu Dr. M.G.R. Medical University for candidates who have
qualified from other Universities. This can be produced at the time of counselling when called
for.
49. It shall be the responsibility of the candidate to give the correct mailing address on the main application
form/OMR Sheet II/ Acknowledgement card. If there is any change of address it should be immediately
intimated to the Selection Committee.
50. The Selection Committee shall not be held responsible for any loss in transit or for incorrect address
given by the candidate.

51. Filled up applications without the signature of the candidates will be rejected.
METHOD OF SELECTION AND ADMISSION:
52. Out of the seats sanctioned for Post Graduate Diploma/Degree and in M.D.S. Courses, 50% of the
recognized seats are offered to All India Quota for allotment by the Director General of Health Services,
New Delhi. If any vacant seats are surrendered under All India Quota by Director General of Health
Services, it will be filled up by the Wait listed candidates as per G.O.Ms.No.520 Health, dated: 6-7-94.
53. (a) The rule of reservation is applicable when there are Eight (8) seats and more in each Discipline. In
case of an odd number of vacancies, the vacant seats shall be filled up by consideration of merit
among both Service and Non-Service Candidates put together.
(b) The rule of reservation shall be as follows:
Open Competition 31%
Backward Class 30%
Most Backward / Denotified 20%
Scheduled Caste 18%
Scheduled Tribe 1%
54 a. The Selection will be made based on Merit and by counselling applying the Rules of Reservation
wherever applicable.
b. 50% of seats in each discipline and in each college are reserved for service candidates, in addition
to those service candidates selected in the open category.
55. The Following categories of Medical Officers will be treated as Service Candidates for the purpose of
allotment of seats.
1. Medical Officers selected by the TNPSC and appointed in Tamil Nadu Medical Services on
regular basis, who have put in minimum of Three Years continuous service as on 31.03.2006. This
is subject to the final verdict of the Supreme Court of India in the SLP No.2229/2005 filed by this
Govt. against the orders passed by the Bench of the High Court of Madras dated 23.12.2004 in
W.A.No.2091/2004 etc.
2. Medical Officers who are approved probationers and who have put in minimum of Three Years of
continuous service as on 31.03.2006. This is subject to the final verdict of the Supreme Court of
India in the SLP No.2229/2005 filed by this Govt. against the orders passed by the Bench of the
High Court of Madras dated 23.12.2004 in W.A.No.2091/2004 etc.
3. Medical Officers serving (for three years) in :-
(a) Local Bodies in Tamil Nadu (Except Medical Officers working in Panchayat Union part time or
full time as the case may be, who have to be treated as Non-Service Candidates.)
(b) Government of India Institutions in Tamil Nadu.
(c) Public Sector Undertakings or Organisations under the control of Government of Tamil Nadu or
Government of India in Tamil Nadu.
This is subject to the final verdict of the Supreme Court of India in the SLP No.2229/2005 filed by
this Govt. against the orders passed by the Bench of the High Court of Madras dated 23.12.2004
in W.A.No.2091/2004 etc.

56. The forwarding authority should certify that the institution in which the candidate is working is a Public
Sector Undertaking or an Organisation under the control of Government of Tamil Nadu / Government of
India in Tamil Nadu.
57. The candidates serving in Undertakings or Organisations of Government of Tamil Nadu or
Government of India in Tamil Nadu should execute an undertaking and bond to serve the
Government for a period of 15 years or upto superannuation, after the completion of the course,
and to this effect they should produce a certificate from the Head of the Institution at the time
of admission.
58. Medical Officers or Health Officers in the Public Health Department who have been selected by Tamil
Nadu Public Service Commission for working under the control of Director of Public Health and Preventive
Medicine and who apply for Diploma in Public Health (DPH) can be considered as service candidate
even if they have not completed Three Years of service as the above qualification namely Diploma in
Public Health is essential for declaration of probation. However to consider under the Service quota for
M.D. (S.P.M.) the candidates must have completed Three Years of service as for the other Post Graduate
Courses. This is subject to the final verdict of the Supreme Court of India in the Special Leave Petitioner
No.2229/2005 filed by this Govt. against the orders passed by the Bench of the High Court of Madras
dated 23-12-2004 in W.A.No.2091/2004 etc.
59. All Service Candidates selected for MD (S.P.M.) / DPH Course should give a declaration that they will
serve the Medical Colleges or Government Institutions for a period of Fifteen Years after the completion
of the Course.
60. Allotment will be made only for the seats approved by the Tamil Nadu Dr. MGR Medical University for
the Academic Year 2006-2007 session. Seats approved by the Tamil Nadu Dr. MGR Medical University
for P.G. Diploma/ Degree/ Five Year M.Ch.(Neuro-Surgery) /M.D.S. courses for 2006–2007 session
will be displayed at the time of Counselling.
SELECTION AND ADMISSION TO NON-CLINICAL COURSES :
61. Allotment to Non-Clinical courses will be made in the following order of preference:-
I. Candidates who had written the Entrance Examination will be given allotment by
Counselling based on merit.
II. After filling up of all the waitlisted candidates and when seats are available those seats
will be filled up from among the Service candidates as follows.
(a) Service candidates who had applied and not written the Entrance Examination will be
allotted according to marks secured in the final year Part-II MBBS in Medicine, Surgery
and O & G. computed to a maximum of 90 mark and service mark of one for each completed
year of service to a maximum of 10 marks as on 31-03-2006.
(b) If seats are still vacant after allotting candidates who have applied, the vacant seats will
be filled from among service candidates who have not applied in the following order of
preference.
i. The candidates who have not acquired any Post Graduate Degree.
ii. The candidates who have worked in the Primary Health Centres and Government
Hospitals under the control of the Director of Medical and Rural Health Services for
not less than 10 years.
iii. CML seniority.
iv. Candidates who have worked for a period of at least one year in the Department conducting
the course for which admission is requested.

62. Admission to P.G. Diploma / Degree and MDS Courses in Self-Financing Medical and Dental
Institution:-
Selection and admission of students to the seats earmarked as Government quota in private
colleges will be operating in terms of the judgement of the Supreme Court in P.A. Inamdar’s case or
subject to the Central and State Act and Rules proposed by the respective Government coming into
force before counselling.
SPECIAL CATEGORY:
63. SEATS RESERVED FOR PHYSICALLY HANDICAPPED CANDIDATES:
3% of the total number of seats available in Government Medical / Dental Institutions are reserved for the
Physically disabled candidates. Reservation of seats will be provided for candidates with 40% to 70% locomotor
disabilities of the lower limbs. The other conditions for admission into PG Degree / Diploma / MDS / 5 Year
M.Ch.(Neuro Surgery) courses will be applicable as in the case of the general category.
The candidates are required to produce a certificate from the District Medical Board of the area concerned
constituted for this purpose assessing the nature and the extent of physical disability in the format prescribed in
the Annexure – IV.
Note:-(1) The selected candidates for PG Degree / Diploma / MDS / 5 Year M.Ch. (Neuro Surgery) may
be required to undergo second Medical Examination by a Medical Board constituted for this
purpose by the Director of Medical Education to ascertain and confirm their fitness to undergo
the selected course.
(2) Candidates with any other disability other than the locomotor disability of the lower limb will not
be considered for admission into PG Degree / Diploma / MDS / 5 Year M.Ch.(Neuro Surgery).
(3) The decision of the Director of Medical Education in this regard will be final.
FEES PAYABLE IN GOVERNMENT INSTITUTIONS :
64. TUITION FEES PER ANNUM.
PG Diploma Rs.20,000/-
PG Degree Rs.30,000/-
MDS Rs.30,000/-
M.Ch., (Neuro 5 years) Rs.30,000/-
The above fees structure is applicable for 2006-07 admissions. The selected candidates have
to pay the balance of the tuition fees and other special fee etc., at the time of admission in the
respective Colleges.
STIPEND AND SECURITY AMOUNT:
65. (a) The Government of Tamil Nadu is offering Medical Education including Post-Graduate and Higher
Specialty Training through its 13 Medical Colleges / Hospitals and Specialised institutes. The
Government spends a large amount of money to impart Medical Education including Post-Graduate
/ Higher Speciality Education. It levies nominal fees and at the same time provides a stipend to
Private candidates and salary to Service candidates. It is natural that the Government desires to
ensure that these seats are not wasted. Further, the Government looks forward to these Doctors
who have undergone Post-Graduate training to serve the poor and the needy of this country at
large and this State in particular. The public have the right to expect the Specialists to utilize the

skills they acquired during their training for the benefit of the sick, the poor and the needy. To
ensure that the services of trained Post Graduate Doctors are made available, an Under-taking is
obtained from them at the time of their admission. It is sincerely, believed that this will discourage
an attitude of not paying attention to those poor people at whose expense they have been educated.
(b) All Candidates selected will be paid stipend as per the Government Orders in force.
(c) All Service Candidates of Tamil Nadu shall execute a bond for a sum of Rs.5,00,000/-
(Rupees Five Lakh Only) for Diploma courses and Rs.10,00,000/- (Rupees Ten Lakhs Only)
for Degree courses and MDS / 5 year M.Ch. Neuro-Surgery Courses as security amount.
Two permanent Government servants in the same or higher rank than the candidate
shall execute sureties.The prescribed form will be available in the colleges at the time of
admission. The bond will become infructuous if the service candidates serve the
Government of Tamil Nadu after the completion of the Course until superannuation.
(d) Non-Service candidates shall execute a bond for a sum of Rs.2,00,000/- (Rupees Two Lakhs
Only) on admission to Post Graduate Diploma courses and 3,00,000/- (Rupees Three Lakhs
Only) for Post Graduate Degree courses / MDS / M.Ch. (Neuro-Surgery) 5 years Course of the
2006-2007 session undertaking that they shall serve the Government of Tamil Nadu for a period
of not less than 3 years, if required. During the above period, they will be paid a salary on par
with the fresh recruits of the Government of Tamil Nadu Medical Services and the Government of
Tamilnadu will requisition their services, if required, within a period of 2 years from the date of
completion of their Postgraduate Degree/ Diploma/MDS/M.Ch.,(Neuro Surgery) 5 years Course.
Two permanent Government servants shall be sureties. The prescribed form of bond will be
available in the Colleges at the time of admission. The bond will become infructuous if he/she
serves the State Government of Tamil Nadu if required for minimum period of 3 years.
(e) The Bonds are governed by clause (c) exemption under article of 57 schedule-I to the Indian
Stamp Act / Central Act of 1879. Hence the bond executed need not be stamped.
HEPATITIS-B VACCINATION:
66. All the selected candidates should take Hepatitis B Vaccination and submit a Certificate from an authorised
Medical Officer as proof thereof. Head of the Institution will verify before admitting the candidate. The Heads
of institutions should not admit any candidate without the Medical Certificate. The candidates should take
further doses at the prescribed intervals as required and should produce the necessary certificate to obtain
stipend / salary.
67. COMMUNICATION:
a. All intimation for communication to the candidates will be sent only to the mailing address
given by the candidate at the time of application. The Intimation / Call Letters will either
be sent by Certificate of Posting or Registered Post or Speed Post or Courier Service or
Telegram whichever is feasible. Selection Committee will not be held responsible for the
Postal Delay and Wrong Messages Conveyed by the Postal Department.
b. Candidates should inform the change of address, change of postings etc., immediately to
the Selection Committee. If the change of address is not intimated to the Selection Committee
in time, the Selection Committee will not be responsible for delay in communication. The
results will be published in the Web Site www.tnhealth.org as well as the Selection
Committee Office notice board.

3,000 jobless Indian doctors in Britain

LONDON: Hundreds of doctors from India and Pakistan, who came to Britain for better career prospects, are struggling to survive on borrowed money and charity, as the jobs they had hoped to find has proved elusive.

There are nearly 3,000 jobless doctors from India and 800 from Pakistan living in miserable conditions in and around London. Some have run out of money and with no immediate employment prospects in sight, they plan to return home.

To highlight their plight, a British newspaper on Monday published a photograph of unemployed overseas doctors queuing up outside Sri Mahalakshmi temple in East London for free meals.

At the last count, done in November, there were over 6,000 overseas doctors who have come to Britain in the past five years in response to calls by the National Health Service (NHS) for foreign medical staff.

They had hoped to find jobs after passing the Professional and Linguistic Assessment Board Test (PLAB) — a mandatory requirement for all immigrant doctors — but most of them are still unemployed months after passing the test.

According to a general Medical Council survey, a large number of those who passed the test in 2004 are yet to find jobs. The number of those who qualified last year but are still unemployed is reported to be even higher.

Visa renewal

Their plight has been made worse by the fact that every time they renew their visa they have to pay £500, and then there are additional costs for applying for a job. Some hospitals also charge for giving them work experience.

A doctor from north India said he had sent nearly 200 job applications since he qualified the PLAB test a year ago. His savings, he said, were running out and he would be forced to return home if nothing came his way soon.

The British International Doctors Association has warned that the situation is becoming "unacceptable."

"The numbers [of jobless foreign doctors] are unbelievable. These people have come to serve the NHS and there is chaos, confusion, and a total lack of care. There is no coordination between the Department of Health, the Home Office and the General Medical Council. It is totally unacceptable," chairman of the Association Prasada Rao told The Independent.

Junior doctors

Experts said that the overwhelming majority of these people were junior doctors, whereas what the NHS really needed were specialists and consultants. This was not normally made clear to the prospective immigrant doctors.

"Overseas doctors who plan to come here should be told clearly about their job prospects when they apply for visa," an expert said. He accused private recruitment agencies of making false promises , and givingforeign doctors the impression that once they passed the PLAB test they would automatically get jobs.
